I would call it a "form", even if it dosn't compeletely fill the piece.
The category/sub-category depends on what it was ment to do. If it were
for when the clothing was being produced, I would put it in a "tools and
equipment" category and "Textileworking" sub-category, if it were for
displaying a piece of clothing, I might put it in a "communication"
category and "accessory" or "display" sub-category.
