Your fund-raising board sounds analogous to a public
library and a Friends of the Library organization. In
this case, the Friends of the Library is a completely
separate organization with no legal connection to the
library it funds.
However, it should be quite clear in the fund-raising
board's by-laws that the fund-raising board only seeks
funding for your county museum. Otherwise, the county
museum should not give them permission to solicit on
their behalf.
