This is similar to the situation at my former employer. We were
automatically given a basic individual membership as an employee benefit
(which we could not claim as a tax deduction because it was listed as
part of our salary package, but neither did we have to pay taxes on the
fair market value), but we were strongly encouraged (nay, all but
FORCED, because they wanted to say that they got 100% donor
participation from the staff) to upgrade it to a premium membership at
our own expense. We could take a tax deduction on the FMV of the
upgrade.

Subsequent to governance change (from county to
private management), the Friends group morphed into
the museum's membership and staff were automatically
granted membership as an employee benefit.
Depending on what benefits this category of membership
gives to an employee. the IRS or your state equivalent
may consider it a taxable benefit and you'll be
required to pay income taxes on the fair market value
of the membership.
