I don't think it is necessarily a problem with your programs but a
problem with society in general not following through with RSVPs. I'd
consider instituting a policy that if a deposit is not received within
X amount of time of the booking, the reservation is forfitted. Once a
group gets dropped for not sending a deposit, I'm sure word will get
around and people will be more serious about making reservations.
It's sad these days but more often than not, unless you get money up
front for a large program or group, you will get left high and dry
with last minute cancelations.
