Canada's Charter of Rrights and Freedoms sounds good, but is not effective in guaranteeing access to museums. Disability access in Canadian museums, including our major national museums, is easily 10 years behind best practice in Britain and the US. There are no Access Officers on staff, and the concept is not even understood here except by a very limited number of access specialists, who work mostly as independents outside the system.
