How big do the rocks need to be and what do they need to look like?
An artist I work with carved Styrofoam blocks into "rocks" about
fist-sized and spray-painted them with faux-granite craft paint to use
in a scale model of a project. I don't know how they would hold up in
an environment such as you plan to use them in, but they are so
inexpensive to make that you could make a whole bunch and just replace
the ones that get worn out.

Call the Indianapolis Children's Museum. They had a wonderful exhibit
several years ago with tractors and building equipment excavating an
enormous pile of foam rocks.

I'm an exhibit designer with AldrichPears Associates in Vancouver. We

children's section where they can shovel rocks into carts and flumes
etc.
