I don't have specific suggestions for the design brief, but the following link may help you work backwards from a final product (some result of an economic impact analysis) to figure out what kinds of information you might request from the study: http://www.montereybayaquarium.org/aa/aa_pressroom/content/media/MBA_economic_impact_0412.pdf
A graduate student from Stanford University did a thorough job of compiling information about the economic impact analysis for the aquarium. This garnered quite a lot of publicity and awareness in the community about the positive impacts of the aquarium.
I thank Patricia for sending the link about some drawbacks of economic impact analyses in museums - it's really good food for thought. I agree with taking a conservative approach to your estimates.

I am putting together a bid for an economic impact assesment for a single
UK borough (with a local authority museum, medium-sized independent museum,
volunteer run independent museum, and independent heritage site). Is there
anyone there with experience of writing a design breif for such an
assessment?
