I am an objects conservator at the Museum Conservation Institute, and
would recommend that you contact Terry Drayman-Weisser
([log in to unmask]). She is head of the conservation department at
the Walters Art Museum in Baltimore, MD. Her colleague, Meg Craft, would
also be extremely knowledgeable. Their department has a lot of
experience with ivory, and would be able to answer questions about loan
practices, in general and perhaps with respect to ivory in particular.
I am aware of some work that was done at the U.S. Fish and Wildlife
Service, related to illegal imports and analytical methods used for
determining ivory source. You might want to contact Cookie Sims and
Bonnie Yates.
The U.S. Department of State's Cultural Property Office is also a good
resource for legal information and international agreements. Here is
