I LOVE this question! (However, I've read Eats, Shoots and Leaves
twice.)
The answer depends, in part, in what kind of a publication you are
mentioning the photograph. The nature of the publication--eg. science,
literature, political science--determines the style-sheet rules.
I believe--but I may be incorrect--that you have latitude; although the
photo title of the photo being shown would be rendered differently from
a photo title in the body of the signage for reasons of comparison etc.
