My military expert (aka husband) is 99 percent sure the eagle is the
patch they gave to veterans at the end of the war. Guys who got out got
a patch for their uniform and a pin for their civilian suit. It was
called the "ruptured duck". The wings are the
Army Air Force symbol of the time. He also suggested this webiste:

Hello - I'm looking for some help in identifying a patch that is sewn
above the right pocket of a uniform jacket that belonged to a radio
operator in the US Army Air Corps during WWII. This man was a member
of
the 447th Bombardment Squadron of the 8th Air Force, flew missions
over
Germany in a B-17. The patch is a wide diamond of olive drab on which
is
embroidered in bright gold a ring with an eagle perched in it. The
eagle
stands on the bottom of the ring with his wings spread beyond it on
either side; he is looking to his right. And while I have your
attention, there are two sets of wings on the lapels of the jacket -
one
is on a round backing, the other is just the wings, and each has a
vertical propeller in the center. And, if I still have your attention,
am I correct in thinking that the ribbon bar should be pinned above
the
left pocket, not on the flap of the right? And that the Air Medal
should
appear at the left end (or proper right) of the bar?
