I actually did this once at a museum in New York (not city) and the state has very strick rules. I had a gift form that had three catagories, 1. unrestricted, 2, educational; and 3. permanent collection. The explination on the unrestricted was that it could be used, traded, sold as was needed for the musuem. In many places, as long as it has not been officially accessioned, it can be sold, traded or used. By the way the educational was usable artifacts for programs, these could be used, used up and discarded when no longer of use, they included antiques and reproductions. If an antique, we always had one good version for the permanent collection. Hope that helps. Joan - no longer in the museum business but try to keep up with what is going on.
