Procedures
The incumbent serves as Chief, Collections Division and manages all museum
collections held by the National Air and Space Museum (NASM). The primary
functions of this position are to lead and supervise the staff of the
division, who are involved in the work of collections preservation,
restoration, conservation, documentation, shipping, and storage. The
majority of this staff work at the Garber Facility in Suitland, Maryland.
Additional staff are located in the NASM on the Mall and at the Steven F.
Udvar-Hazy Center at Dulles International Airport.
The incumbent is responsible for establishing, maintaining, and monitoring
policies, standards and practices for the acquisition, documentation,
preservation, storage, inventory control, disposal and use of museum
collections. The incumbent allocates resources, develops budget
requirements, and sets the goals, objectives and priorities for the three
units under their direction: the Preservation and Restoration Unit, the
Conservation Unit, and the Collections Processing Unit.
The Preservation and Restoration Unit ensures proper preservation and
restoration of air and spacecraft and associated objects. The Conservation
Unit is responsible for conservation of the collections, ensuring their
long-term safe storage and display. The Collections Processing Unit is
responsible for loan processing and shipping and receiving of artifacts;
within that unit, the office of the registrar is responsible for
documentation of all collections and loans, ensuring proper reporting and
legal requirements of custody.
In conjunction with the museum curatorial staff, the incumbent recommends
changes to NASM's collections management policies and procedures. In
addition, the incumbent serves as the NASM liaison on Smithsonian committee
concerned with collections management issues and serves as the NASM
representative to relevant professional associations and conferences.
Qualifications
Applicants must have one year of specialized experience equivalent to the
next lower grade level. Specialized experience is experience related to the
operation or management of a museum or similar collection of valuable
objects. Examples of qualifying specialized experience includes collections
management, registration, preservation, restoration, or conservation of
collections of museum material, or other experience related to the position
to be filled.
Selective Factors:
(applicants must meet all of these mandatory requirements in order to be
considered qualified to compete for the position)
1. Skill in the development of museum-based collections management
policies, procedures, and best practices for the following: artifact
preservation, conservation, storage and registration.
2. Skill in the implementation of collections care practices and procedures
for a museum (conservation practices, preservation procedures, storage
procedures and registration of artifacts).
Quality Ranking Factors:
(these factors are not mandatory to be considered for the position, but
will be used to determine who are the highest qualified candidates among
those who meet the selective factors).
1. Skill in the management of aviation and space related museum collections
and work processes.
2. Skill in the development of collections management policies, procedures
and standards, to include the writing of collections management policies,
procedures and standards.
3. Ability, as evidenced by demonstrated experience, to supervise a diverse
work force of different levels of expertise.
4. Knowledge of the Federal budget process or the process of developing an
organization's budget and fiscal requirements.
