The Getty produced both these(very similar) documents for exactly the
purpose you seem to moving toward. They are mostly designed for the
assessors, but they should still help you with setting up a plan for your
institution.

I have been asked to develop a plan for a collections assessment at my
institution, which is a mid-sized fine arts museum located on a
university campus.
I am looking for a good example of such a plan, and/or the assessment
itself.
I appreciate any help in this endeavor. I have perused collections
management-related literature, and find references to this process, but
have not yet found a source for the nuts-and-bolts of developing a
collections assessment.
