Yes, Amy is correct. $20/hr is typical for a good proofreader. I usually
hire by the hour unless it is a particularly complicated job, then we might
agree on a flat fee or upset fee in advance so we both have an idea of what
we are getting into.

Finally a question that I can answer!
This might be a good question for Copyedit-L. See if you can check their
archives.
I currently do freelance editing work, for which I am paid $20/hour. Some
folks I know are paid more. When I did freelance proofreading for an
editorial services company, I was paid $12/hour. That was 4 years ago. I
had 6 years experience at that point. (The only time I've been paid per
something was per character when I was doing typesetting keying.)
Remember this: you can get someone either good and fast or cheap: not all
three. :-)
