Certainly a history museum or probably more appropriately, an archive would
be happy to receive such a collection. I know there were Californians in the
Civil War, however many more emigrated there after the conflict. If you can
identify what state and locale the soldier and his correspondents came from
that would lead you to where to look for a suitable repository.
