William, one of the best ways to take an inventory is to hire a student!
When you say "electronically archives" I presume that means they have some
sort of collections management database.
The only way of accomplishing this is to take an old fashioned inventory,
either on the computer or manually, and then to justify that inventory with
the records. It is an arduous task but a certain amount of time could be
allotted per week for it...or as I said, they need to hire an intern. Even
reliable volunteers could be used.
