There is an association of indexers and here is their website.

Indexing is a subject usually taught at library school, you might try
your local library to see if the librarian can give you advice or if
she/he has a book or guide to indexing for staff use.
Alternatively, do any of your local newspapers or genealogical societies
index the local papers? For the sake of your users, if you could use the
same system it might make their lives simpler.
(Is it obvious I was a reference librarian before coming to museums?)
