After Xeroxing, use a highlighter to further draw out the text. I have used
technique this to read documents that were seemingly illegible.
If they are on paper (you didn't specify, so sorry if they are on an object)
I've had some success with making a xerox copy set on a darker tone to bring
them out. I am well aware of the conservation ramifications, as I am sure
you are, but I have used this technique successfully on several occasions.
