The Specialist would serve as a member of the Quality Assurance and
Compliance Unit (QACU), an interdisciplinary group that provides guidance,
technical support and advice Bank-wide concerning application of the
environmental and social safeguard polices to strategies, policies and
lending operations. The World Bank has an institutional commitment to the
management and conservation of physical cultural resources (archaeological,
historical and sacred sites, graveyards and burial sites, etc.) under the
provisions of its Physical Cultural Resources Policy. The World Bank
supports activities to develop legislation and procedures to integrate
physical cultural resources into the development planning process,
evaluation of the status of these non-renewable resources, and
institutional development and capacity building to strengthening the
ability of national and local governments, specialized technical
organizations and nongovernmental organizations to effectively address
these issues.
To this end, the World Bank has developed a Physical Cultural Resources
Policy and a Guidebook to support implementation of this policy. The policy
outlines procedures for evaluation of physical cultural resources in the
context of the environmental assessment process at the project level and
the identification of mechanisms for incorporating these findings into the
environmental management plan and other types of mitigation plans. A
program for capacity building, training and outreach will be initiated to
assist World Bank staff and Borrowers to facilitate implementation of this
policy. Key Tasks: Working as a full member of QACU under the technical
supervision of the Senior Technical Advisor, the successful candidate will
have the following responsibilities:
· Coordinate Bank-wide application of the Physical Cultural Resources
Policy and its Guidebook at the operational level in partnership with
regional colleagues;
· Develop additional tools and methods for Physical Cultural Resources
Policy implementation;
· Contribute to the development of guidance on physical cultural resources
at the country-level to support country assistance strategies and lending
operations so these issues are addressed in an increasingly upstream
manner;
· Assist in the preparation of regional physical cultural
resources-related guidelines and reviews;
· Provide advice and training for Bank staff, Bank Board, Borrowers,
consultants and nongovernmental organizations concerning application of
this policy and related aspects of physical cultural resources management;
· Support in task teams to design and implement physical cultural resources
policy related activities in Bank lending and non-lending activities;
· Establish and/or work with a community of practitioners to distill usable
knowledge and organize learning events on this topic;
· Prepare various reports on issues related to physical cultural resources;
· Communicate with external stakeholders on physical cultural resources as
needs arise;
· Undertake intellectual leadership for knowledge management activities on
physical cultural resources;
· Participate in other core activities of QACU.
Selection Criteria:
A Masters degree from a recognized university in an appropriate area of
environmental or social science with a minimum of ten years experience in
planning and undertaking applied work in physical cultural resources
management for either a public and/or private sector organization.
Experience in working in developing countries and/or countries in economic
transition is desired; however, it is not required. A doctorate in an
appropriate field related to physical cultural resources is desirable.
Evaluation of candidates will place emphasis on the following:
· Broad knowledge of physical cultural resources management polices, issues
and methods;
· Experience in integrating physical cultural resources information into
development policies, planning and projects;
· Demonstrated ability to plan, undertake and review field based evaluations
of physical cultural resources and use these findings in environmental
assessments and other analytical and diagnostic instruments. Experience
with the use of archaeological chance find procedures. Proven ability to
plan and conduct capacity building and institutional strengthening
activities and training programs with government agencies, consultants and
other stakeholders;
· Experience with the preparation of work plans, schedules and budgets;
· Proven track record of successfully working as a member of
interdisciplinary teams;
· Demonstrated oral and written communication skills in English and an
ability to make well structured presentations and prepare policy and
technical documents;
· An ability to work successfully in a multi-cultural setting, across
disciplinary boundaries and in a team-based work environment.
· Knowledge of French or Spanish desirable.
