I have often thought that a small museum is a matter of context and point of view. I was once the Director of Education at a Railroad museum with a huge budget and physical plant. It takes a lot of space to store rolling stock and a lot of money to house and repair. But my little education department had a budget that was small comparatively. We were more like a small museum in that sense and I participated in small museum conferences and kept up on small museum literature. It was much more relevant.

I once heard a wonderful description that went something like: a small
museum is a place where the Executive Director frequently takes on garbage
and vacuuming duties.
I'd say, if you wear at least 3 different hats, have less than 10,000 square
feet, and a 6 figure budget, odds are you are a small museum.
