I think it is a good idea to include staff time, whether it is actually
charged against the exhibit budget or donated in kind.
If you always include staff time you should get better at the estimates.
Then when you have grants where you must budget staff time, it should be
easier because you have the experience. Finally, you will have staff
time figures in case you need to justify keeping staff or temporarily
hiring staff.
I work in a museum that typically has an executive director and a
curator. I'm the curator. Right now we are without an executive director
so I am accutely aware of time.
