I used to live in D.C., and would recommend the Tabard Inn and also the Kalorama Guest House, which is in Adams Morgan (lots of great cheap ethnic restaurants) and walking distance to the Woodley Park and Dupont Circle metro stations. The Kalorama Guest House is a very nice B and B, with rooms at $50 a night if you are willing to use a shared bath in the hall. I think you can find them on the web if you are interested.

Surprisingly the Hotel Tabbard Inn is fairly inexpensive. It is located near
the Dupont Circle Metro. They are a funky, European style hotel where the rates
are based on whether you have a private bathroom or are willing to share with
others on the hall. Continental breakfast is included in the rate. Their
restaurant has wonderful food, but it is pricey.
