In my view, generally these seem to be "no fault" accidents involving a
combination of circumstances. The responsibility of keeping the
institutions afloat, I think, rests with the entire staff and whatever
governing authority is involved.
Part of that responsibility is to avoid the tendency to add to the overhead
in good times. Economic cycles do occur. When resources are more than
enough, it's time to set some aside for the years of "bad times." It seems
this responsibility needs to be borne by the department heads in larger
museums, not just by the CEO.
