Hi Lori,
I taught arts & crafts and puppetry at a few summer camps
years back. My suggestions:
* poster colors
* water-based, powder tempera
* diluted finger paints
If diluted to the viscosity of standard ink, they will work
well and not plug a quill.
(P.S.: I never sent a child home looking like a walking
Jackson Pollock painting as they washed up with no problem!
