I stand corrected and abashed on this matter. Audra and John are correct that the question is inappropriate. As I recall the question being asked of me, I had volunteered that my wife and I were both applying for jobs in the same place and at the same time (different institutions). Our HR department says that a follow up to that volunteered information is acceptable, but that asking "Are you married" or "What does your spouse think of this?" is not.
I appreciate the pleasant explanations which people have brought to this matter about how one might address the concern, legitimate in my estimation, that an applicant has actually thought out a major move in either career or location. That information is quite often not obvious in the application or cover letters I see.
