I seem to fall in the middle range of the responders so far. I would tell the restorer that the research is in rough form in preparation for publication and thus the notes cannot be sent. I would, of course, offer to send the final published pamphlet, paper, or book to the person when it is done. If possible, you then enable your Education Director to write things up in final form fairly expeditiously.
However, I would also provide the restorer a list of the most useful reference/source books your Director of Education found, as well as saying, for example, that X archive or museum has useful research materials, if that was found to be the case. It would also be nice to share a rough timeline type bibliography of the artist with relevant dates (but *not* the full geneological info. the Education director has amassed). You therefore have helped the person, and saved them some time, but they still have to go out and do their own research.
Another option would be to see if this person would cooperate on a publication on the artist, with the restorer providing the sections on the nitty gritty of the artist's materials, techniques etc. and the Education Director handling the biographical/geneological sections.

My Director of Education has just taken on the challenge of researching the
genealogy in depth of an artist who was one of the five families that once
owned/occupied our historic house museum. She has been buying books that add
to our knowledge, she has visited cemeteries at our expense, she has
invested a great deal of the museum's and her personal time in this project.
The ultimate goal is make our tour better and to be a resource on this
artist.
The other day she received a phone call frm a craftsman who was restoring
one of the works of this artist. Along with his restoration, he wants to
write the definitive work on the artist. His request was for the site to
send all we have on the artist to him.
Now, I want my Director to get this material in shape, first present it to
my Board, and for the museum to publish the new and exciting material she
finds. What kind of obligation do you - as our peers - feel that we owe a
request of this kind?
How would you answer the request? Thanks.
