I've never heard that about the flare, but costumes should have some
covering to keep out dust, muslin or tyvek are usually used over a whole
rack, individual coverings are impractical. In the case of fire coverings
could also minimize smoke damage and that would be their primary benefit as
I think that is where a whole lot of damage comes in. If muslin goes up in
flames, the costume most likely would light up also, they are after all
primarily natural fabrics.
