Since the original posting asked specifically about tools, I tried to answer
the question. But I strongly agree with Cate that it takes a lot more to
build a good Web site than just an easy to use construction tool.
The Information Architecture process we use can be found at
http://www.eduweb.com/process.html. It offers a structured method for moving
through the needs assessment and development cycle, keeping everything
properly prioritized.
You can download a longer version in PDF, as well as a Word Document
checklist worksheet to use in your own projects.
