The Bob Bullock Texas History Museum in Austin does not charge for
admission just to go to the cafe. I go down the block and eat lunch there
often without going into the galleries. The admission desk is a ways into
the rotunda of the museum on the ground floor and the cafe is upstairs.
They have personnel stationed at the gallery entrances to check for tags
that are given when admission is paid. You might want to contact the museum
for more details on how they track this, etc. The museum store is also
accessible without paying admission.
