"...good definition of "heritage center" ..."
I used to work at the North Dakota Heritage Center, and was there when they proposed it, built it, and opened it. IMHO the name was selected to imply to the public that this was a place where you could explore and enjoy your heritage and that of others. I, of course, would maintain that "museum" says the same thing, but many people think that history museums are static attics full of unchanging exhibits of sad irons, wedding dressed, and arrowheads, so I suppose the term "heritage center" might have some marketing validity. I mostly found it confusing to the public who couldn't understand that I really worked for the State Historical Society, and that the "Heritage Center" was (is) just a facility. I also ran into lots of people who knew about the heritage center, but couldn't think of a museum in town - but that's the same in lots of places, including my current situation.
