I think a lot of the problem is lack of certain priorities in government
and that includes the people who vote or not vote in certain
legislators, not to mention lack of education, civil rights, humanity,
etc.  They are called tax cuts and it's usually the programs that
considered "frivolous"- those that don't agree with conservative groups,
etc., that are eliminated first.

In 1978 California, prop 13 allowed tax cuts for property owners and the
generation following mine has suffered for it greatly with major cuts in
education, former Governor Wilson creating a sort of battle between
libraries and public schools at one point, and of course, art and music
programs are nixed for a majority of students so that a minority of
students can have their football uniforms.  By the way, recently
California propositions were re-numbered because someone thought they
were too high, so they started over with number 1, 2, -how very simple
to politically rewrite history...
