IMLS Deputy Director for Library Services
Washington, DC IMLS seeks applications for
the senior management position of the Office of Library Services (OLS) of
the Institute of Museum and Library Services (IMLS), an independent Agency
of the Federal Government. IMLS administers the Library Services and

The Deputy Director of the Office of Library
Services (OLS), in the Institute of Museum and Library Services (IMLS), is
the senior management position in the Office of Library Services. The
Deputy participates fully in the development, formulation and implementation
of IMLS policy and executes such policy within the OLS.
Duties and Responsibilities
Supervision of the programmatic operations of the
Office of Library Services, setting goals and allocating resources in
compliance with the IMLS' strategic plan and agency policies, and in keeping
with the philosophy of the current administration and Congressional
mandates.
Development and coordination of the vision, roles
and responsibilities of the State Library Program Office and the
Discretionary Program Office of the OLS.
Participation in the agency management team:
providing advice, counsel and assistance in agency wide operations;
asserting leadership in representing OLS programs and priorities; and
carrying out management team responsibilities in a timely and accurate
manner.
Monitoring of key issues within the library and
information science community to advise policy and programmatic planning
within IMLS.
Maintaining close working relationships with
governing boards, federal agencies, professional organizations serving the
library community, and field and advisory panels, in order to establish
ongoing and responsive communication with the library field and to represent
IMLS at national, regional and international meetings related to the library
community or its current issues.
Coordination with the Deputy Director of the Office
of Museum Services to maximize the use of resources for developing and
strengthening collaborative programs of benefit to both libraries and
museums.
Supervisory Controls
The Deputy Director reports to the Director of the
Institute. Duties and directions are formulated through policy making
meetings with the Director as well as IMLS' management team decisions.
Performance is judged by the overall quality of fulfillment of
responsibilities.
Skills and Requirements
By legislation, the Deputy is required to "Have a
graduate degree in library science and expertise in library and information
services." The candidate must possess strong management skills and
extensive experience in program development and program management,
personnel supervision, budget development and strategic planning. Knowledge
of technology and its application to library practices is essential. Strong
speaking and writing skills, ability to work in a team setting, and
experience with the development and management of grant programs are also
required.
Open period: Vacancy opens 9-18-00. Open until
filled.
Pay Range: $84K to $90K. Partial relocation
expenses.
Term of employment: 2-years; potential for 2 more
years.
Eligibility: U.S. Citizenship; a graduate degree in
library science and expertise in library and information services.
Willingness to travel extensively.

Nature of Position: This is the senior management
position of the Office of Library Services (OLS) of the Institute of Museum
and Library Services (IMLS), an independent Agency of the Federal
Government. The incumbent reports directly to the Agency head. Through
subordinate supervisors, the incumbent provides management and leadership to
the OLS, which has responsibility for disbursing Federal grants of
approximately $150 million annually to the Nation's libraries.
