for wheelchair users in Japan written in English.
Yep ! there is one which is new.

This unique site is developed by the Wakakoma Independent Living Information
Center (WILIC)
Wakakoma Independent Living Information Center (WILIC) is an NGO operated by
disabled persons for the purpose of assisting people with disabilities to
live independently and to join social activities. It was established in 1991
and is active now in Hachioji, Tokyo. The number of supporters is 300 and
six staff members work with Ikuo Osuka, President. Past publication by WILIC
includes Tokyo Access Guide for Wheelchair Users(1998), Fund Application
Guide(2000), University Guide for People with Disabilities(1995, 1997, 1998,
2000) and Mobility for All, Japanese Edition(2000). Investigations and
researches are continually updated on accessible developments, accessible
railway stations and independent living for disabled persons.
