Would retrospectives of a given artist of of a certain genre then not
be within the scope of an 'Art Museum' if those works shown were not the
best examples that could be had?
  If the comparison of an artist over time, or ideas expressed over
time  by different artists not the purpose of and art museum; then to
whom does the responsibility fall?
