actually Macromedia Director is a better tool for creating interactive
content. it's great for both cd-roms and kiosks and probably the best tool
on the market for doing so.
Powerpoint would be kind of lame. (and this is coming from a hardcore
Microsoft supporter!)

powerpoint will work but i recommend flash. you can create multimedia
presentations which are easily exportable to cd. you can create your own
labels using standard Avery products. total budget +/- $1,000 assuming you
need to buy the cd burner.
