Amy,
As long as the organizations that are charging a fee are non-profits, then
there should be no problem. It is the status of the organization, not the
type of event that determines the non-profit postal permit usage. If they
are non-profit, then the fees charged go to support their programs.
The word from our post master is that if we send a mailing for an event that
is taking place outside of our building in conjunction with another
organization, it has to include the phrase "This program (or program title)
is a production of the _____ cultural arts center, (insert your
organization)."
There is a postal web site that you can check to be absolutely certain.
