I can refer you to the Canadian Association of Professional Heritage
Consultants (CAPHC) (www.caphc.ca). A few years back CAPHC developed a
tendering guideline document for its members. I believe you can access
it through their web page. The document is quite good & was developed
because we all became quite frustrated with the RFPs that we were being
sent. I know of several people who have used the guidelines to develop
their own RFPs.
