A very slight amplification to the Heinz posting on education programs:
"PA title VI money" refers to *federal* funds disbursed as state block
grants under title VI of the Elementary and Secondary Education Act (ESEA).
These funds then flow from the states to local school districts, where they
can be used for a multitude of purposes. The Heinz got title VI funds from
Pittsburgh to pay for busing third graders to the museum.
