As much as I hate to discourage what seems to be a positive impulse, you might want to check this (and many other things that you get in your E-mail!) at http://www.snopes.com/spoons.  This is a great site devoted to urban folklore, faxlore and netlore.  There is information related to this very petition at www.snopes.com/inboxer/petiton/nea.htm, and somewhere in that site is information about the futility of internet petitions (can't confirm or trace the signers, etc.)
