While it is frustrating to see job announcements that don't include a salary
range, it's certainly no cause to throw in comments like "who wants to work
in Richmond anyway".  I realize that places like Richmond may lack the flair
of NYC, Los Angeles or D.C. but these cities aren't necessarily the final
word on culture and the arts either.
