What about using a bicycle pump?

Subject: Inflatable Elephant
We are in the midst of preparing a small exhibit of political objects in our
temporary exhibits gallery. We have an array of political paraphernalia
including an inflatable elephant (red, white, and blue of course). It's
plastic and has the little valve that you blow in just like a swimming ring
or inflatable pool. The elephant could be from anywhere between 1965 and the
1980's. We don't really know.
Here's the point, we want to inflate it. Any suggestions, other than just
put your lips together and blow? (I personally don't plan to put my lips
anywhere near this thing), but would appreciate any thoughts. Just a note,
we do have two of these, one will be accessioned, the other, which we want
to blow up, will not. I've worked in museums a while and this is one I never
thought of!
