Julien Anfruns, President of the International Committee of the Blue Shield (ICBS)

On 22 January, the International Committee of the Blue Shield appointed Julien ANFRUNS, the Director General of the International Council of Museums (ICOM), as its new President. Mr Anfruns takes over from Joan VAN ALBADA, the former Secretary General of the International Council on Archives (ICA).

Safeguarding cultural heritage in the event of armed conflict or natural disasters
   
Mr ANFRUNS' main task will be to co-ordinate the measures implemented to protect cultural property by the five international organizations that make up the International Committee of the Blue Shield in the areas of archives, libraries, audiovisual archives, museums, monuments and sites. He will be responsible for guaranteeing the Committee's independence and steering its international policy.

In December 2008, the ICBS network acquired a new operating arm, the Association of National Committees of the Blue Shield (ANCBS). ANCBS is a network of experts in disaster risk management from all areas of heritage. Its remit is to co-ordinate the activities of the National Committees, particularly in emergency situations, and facilitate the creation of new Committees. It is chaired by Karl VON HABSBURG.

International Committee of the Blue Shield (ICBS)
The International Committee of the Blue Shield (ICBS) was founded in June 1996 to promote the protection of cultural heritage, as defined in the Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict of 1954. It was set up by four international heritage organizations representing the interests of archives, museums, libraries, monuments and sites: the International Council on Archives (ICA); the International Council of Museums (ICOM); the International Council of Monuments and Sites (ICOMOS); and the International Federation of Library Associations and Institutions (IFLA). They were joined by the Co-ordinating Council of Audiovisual Archives Associations (CCAAA) in 2005. The ICBS symbol is the Blue Shield used to mark buildings to give them protection from attack in the event of armed conflict.

Julien Anfruns, nouveau Président du Comité international du Bouclier Bleu (ICBS)

Le 22 janvier dernier, le Comité international du Bouclier Bleu a désigné son nouveau Président en la personne de Julien ANFRUNS, Directeur général du Conseil international des musées (ICOM). Il succède ainsi à Joan VAN ALBADA, ancien secrétaire général du Conseil international des archives (ICA).

Protéger le patrimoine culturel dans les zones en conflit et en cas de catastrophe naturelle
   
Julien ANFRUNS aura pour mission principale de coordonner les activités en matière de protection des biens culturels dans les cinq organisations internationales membres du Comité international du Bouclier Bleu (archives, bibliothèques, fonds audiovisuels, musées, monuments et sites). Il veillera à garantir l'indépendance de cette organisation et d'en orienter sa politique internationale.

Depuis décembre 2008, le Bouclier Bleu s'est doté d'une nouvelle structure opérationnelle : l'Association des comités nationaux du Bouclier Bleu (ANCBS) placée sous la responsabilité de Karl VON HABSBURG. L'ANCBS est plus particulièrement un réseau de spécialistes en gestion de situations d'urgence issus de tous les domaines du patrimoine. Son rôle est de coordonner les actions des comités nationaux, notamment en cas de crise, et de sensibiliser à la création de nouveaux comités.

Comité international du Bouclier Bleu (ICBS)

Le Comité International du Bouclier Bleu (ICBS - International Committee of the Blue Shield) a été créé en juin 1996 afin de protéger et de sauvegarder le patrimoine culturel, comme le stipule la Convention de La Haye (1954) pour la protection des biens culturels en cas de conflits armés. Ce comité a été créé par quatre organisations internationales patrimoniales regroupant les archives (Conseil International des Archives, ICA), les musées (Conseil International des musées, ICOM), les monuments et sites (Conseil International des Monuments et des sites, ICOMOS) et les bibliothèques (Fédération Internationale des Associations de Bibliothécaires et de Bibliothèques, IFLA); le Co-ordinating Council of Audiovisual Archives Associations (CCAAA) a rejoint les organisations fondatrices en 2005. Le comité international du Bouclier Bleu est représenté par l´emblème du bouclier bleu utilisé pour le marquage des bâtiments à protéger en cas de conflit.

Julien Anfruns ha sido designado Presidente del Comité Internacional del Escudo Azul (ICBS)

El pasado 22 de enero, el Comité Internacional del Escudo Azul (ICBS) designó su nuevo presidente. El nombramiento recayó en Julien ANFRUNS, Director General del Consejo Internacional de Museos (ICOM), que sucede así en este cargo a Joan VAN ALBADA, ex Secretario General del Consejo Internacional de Archivos (ICA).


Proteger el patrimonio cultural en las zonas víctimas de conflictos armados y catástrofes naturales

La misión de Julien ANFRUNS consistirá principalmente en coordinar las actividades de protección de los bienes culturales llevadas cabo por las cinco organizaciones internacionales que forman parte del ICBS, en los siguientes ámbitos: archivos; bibliotecas; fondos documentales audiovisuales; museos; y monumentos y sitios culturales. Julien ANFRUNS también se encargará de velar por la independencia del ICBS, así como de orientar su política internacional.

El ICBS cuenta desde diciembre de 2008 con una nuestra estructura operativa: la Asociación de Comités Nacionales del Escudo Azul (ANCBS, de la que es responsable Karl VON HABSBURG. La ANCBS es, en particular, una red de especialistas en gestión de situaciones de urgencia que proceden de todos los sectores de salvaguarda del patrimonio cultural. Su función estriba en coordinar las actividades de los comités nacionales -especialmente en situaciones de crisis- y en llevar cabo una labor de sensibilización con vistas la creación de nuevos comités.

El Comité Internacional del Escudo Azul (ICBS)

El Comité Internacional del Escudo Azul (International Committee of the Blue Shield - ICBS) se creó en junio de 1996 para proteger y salvaguardar el patrimonio cultural, en las condiciones establecidas por la Convención de La Haya para la Protección de los Bienes Culturales en caso de Conflicto Armado (1954). El ICBS fue fundado por cuatro organizaciones internacionales consagradas a la salvaguarda del patrimonio cultural y dedicadas respectivamente a los archivos (Consejo Internacional de Archivos -  ICA), los museos (Consejo Internacional de Museos - ICOM), los monumentos y sitios culturales (Consejo Internacional de Monumentos y Sitios, ICOMOS) y las bibliotecas (Federación Internacional de Asociaciones de Bibliotecarios y Bibliotecas - IFLA). En 2005, el Consejo de Coordinación de las Asociaciones de Archivos Audiovisuales (CCAAA) se unió a esas cuatro organizaciones fundadoras. El emblema del ICBS es el escudo azul utilizado para señalar los edificios que se deben proteger en caso de conflicto armado.
