In regards to your question about the definition of "development". I am currently a development and membership officer and the requirements of the job could mean any of the follow: finding corporate sponsors who will underwrite an exhibition, program or project; identifying community philanthropists who are able to make donations to the organization; writing grant proposals; and, in my position, manage the membership program in a way that attracts new members and motivates current members to provide additional monetary support.
