I know that the museums and monuments in Zimbabwe and Botswana
charge different fees for locals and for foreigners. A citizen pays very
little to visit on the basis that it is their heritage and that they have a right
to experience it. Foreigners pay substantially more, preferably in US$,
contributing to the upkeep of these institutions. As most visitors can
afford a few $ , especially when it is a once in a lifetime opportunity to
visit a place like Great Zimbabwe this system seems fair to me. I think this
is a very good way of ensuring that local people get as much out of their
institutions as possible or as they want.
