Note the January 15th deadline for proposals: Request For Proposals for The British Columbia Museums Association and The Heritage Society of British Columbia The British Columbia Museums Association (BCMA) and the Heritage Society of British Columbia (HSBC) invite proposals from qualified consultants to conduct two complementary long- term planning studies. The successful consultant(s) should have a broad understanding of the province=92s cultural and heritage communities. This joint project will provide a framework for the operational planning and potential of future relationships between the two organizations for at least the next five years. The BCMA represents individuals as well as museums, galleries and related cultural and historical institutions throughout BC. It is governed by an elected Council representing all regions of the province. Annual grant and program revenues of close to $400,000 support a Secretariat of six full-time staff supplemented by contract and volunteer assistance. The HSBC is the umbrella agency for more than 160 heritage and culture organizations in BC. It is governed by a board of directors elected annually from nominations of the member societies. The central office staff of two manages an annual budget of approximately $130,000. Both the BCMA and the HSBC have province-wide mandates and each has prepared a vision statement to help focus the planning process. THE PROJECT The objectives of the project, which the chosen consultant(s) will undertake, are to: a) Assess the current vision, mission, mandate and service programs of the two societies; b) Consult representative stakeholders, clients and potential clients to assess current roles and to identify future roles for the societies; c) Assess current BCMA/HSBC organizational structures and processes and propose specific adjustments required with respect to proposed future roles or links; and d) Provide an analysis of service delivery to the province=92s cultural and heritage community by organizations other than the BCMA/HSBC and identify key issues and trends; e) Propose future roles for the two societies; f) Propose program options and priorities with respect to future roles. The project will be supervised by a joint BCMA/HSBC Steering Committee which will: a) Review bona fide proposals and recommend the selected consultant(s) to the governing Councils; b) Review draft contract(s) with the selected consultant(s) and recommend approval to the governing Councils; c) Oversee the work of the consultants by receipt and review of regular progress reports; d) Provide background material and information; e) Control the payment and expense process; and f) Receive and approve draft and final reports. THE FINAL REPORT The final report shall include, but is not limited to: a) A strategic plan for each organization which proposes future vision, mission and mandate statements that position the BCMA and the HSBC for a vital future; b) A business plan for each organization which proposes specific and achievable policy and administrative options and priorities for programs, financial development and supporting services; All progress and final reports and the results of any research carried out in the course of this project will be the sole property of the BCMA and the HSBC. THE COST This project is supported by the Government of British Columbia. A total of $40,000 is available for consultant fees and expenses. THE SCHEDULE Prospective consultants should prepare their proposals to this schedule. January 19, 1996......Deadline for submission of proposals February 16, 1996....Notification of selected consultant(s) March 1, 1996........Execution of contract; project commences August 1, 1996.........Deadline for final report to be received THE PROPOSAL Proposals submitted by the prospective consultant(s) should include: a) Name(s) and relevant qualifications of the individual(s) to be involved; b) Identification of the team leader and the tasks to be undertaken by others; c) Listing of pertinent past projects; d) Indication of the consultative process to be used; scope and limits of the work that will be accomplished; e) Clear and detailed project procedures and schedule of progress reports; f) Proposed payment schedule and detailed cost breakdown; and g) Concise outline of the draft final report.
