In response to the query about users' fees for access to museum
libraries, it seems more usual for museum libraries to restrict
access to museum members who have paid a fee for membership than
to charge a specific fee for use of the library.  This tends to
be true of art museums, anyway.  I believe that libraries of
 
historical museums are more likely to charge separate library
use fees.
 
The National Art Library at the Victoria and Albert Museum in
London sells patron cards that are good for a certain number of
visits to use the library.
