The distinction usually made is between a Collection Development policy, which outlines what categories of material the institution collects, why it collects it, and the internal procedures for acquiring new material and a Collection Management policy which really takes up where the Collection Development policy leaves off, describing such procedures as registering objects, documentation of the collection, inventories, conservation, etc. -- in short, the procedures for dealing with the collection once it has been acquired.
