I look at this as the flip side of gambling.The chance of winning or losing is so small - and its rigged to be sure “the house” makes money or (in the case of gambling) gives much less away than it takes in. Couldn’t the town put your facility on their liability insurance? Either way, I’d skip it. Many orgs (and most small ones) do.
