What is your budget, what is the nature of the built environment
(traditional, contemporary), how secure is the location related to
vandalism and is this a one time recognition or will it be added to. These
will direct the choice of materials.

Cast bronze is classic and very durable if the supplier knows that it will
be outside. As a medium for design it can be very traditional or reflect a
more contemporary look. An can be designed to have names added to it with
cast name strips. Go to Matthews International; http://www.matthewsid.com.

If you want something a bit more illustrative and very durable you might
want to consider an enameled panel. Enameling does an excellent job of
reproducing images and colors and is very durable in terms of environmental
conditions. If names have to added this would need to be a discussion with
Fireform. Go to Windsor Fireform; http://www.winsorfireform.com.

Another "stock" or commonly used material is phenolic/high pressure
laminate panels. You may have these as graphic panels in your other
exhibits. Again they a very durable if specified for outdoor use and can do
an excellent job  reproducing graphics. Go to Fossil Industries;
http://fossilgraphics.com/graphic-panels.

The advantage to the materials listed above is that they have a proven
track record, are used by many institutions for the purpose you're
interested in and will most likely be similar in cost - that is not to say
inexpensive.

There are a number of other possibilities depending on your local
resources. Porcelain tile can be etched and paint filled. A caution here,
brick and or tiles must be fired hard all the way through, otherwise the
porous core will absorb water. Glass is another alternative. It can be
etched and left "frosted" or the lettering/image can be filled. It is very
elegant but mounting needs to be considered. A large piece cannot be simply
set (grouted) into a surface like tile can and will most likely need to be
mechanically mounted. You'll also have to consider how the edges are to be
protected.

A last note, there are no exterior products that are vandelproof. The
impact of vandalism is simply different for each one. If you have more
