They may have to tell you that for full disclosure. And it is shameful. It is also shameful how experience is considered an annoying expense instead of a valuable asset.... 

Apply for the job, if you get an offer refuse any reduction in pay. You have room for negotiation, and I would be shocked if an HR person would actually expect you to want the job so much you would take a reduction.

What a wonderful way to tell you that your past contributions to the organization really don't matter. In my opinion, if the pay grade is the same and the move is essentially lateral your salary should remain the same. This smells a little like the other department, or HR, already has a preferred candidate in mind that they know will work for less and they are actively discouraging your transfer.

You deserve better.
